I think I got it figured out. I pulled the fuel pump off and found under the diaphragm of the fuel pump a bunch of nasty hard gunk. It was plugging the air inlet line.
I cleaned out all the gunk cleared the line and oiled the pump spring. The diaphragm looked good. After that the fuel pump sounded very different if you manually pumped it. I also cleaned all the fuel lines which looked good, and replaced the fuel and water separator filter. I also added an inline fuel filter just to be safe and added some fuel system cleaner to the fuel. After getting it back together and doing a few pumps of gas on the throttle bam she's back up and running strong. I hope that's the end of it for now. Hopefully I can get her in the water next week.

Why it is a plastic inline. Does it need to be glass?

It should to be metal for fire prevention. Plastic can melt and glass can break. The fuel could ignite. The boat could go boom.

A water separator/fuel filter with a metal canister would filter the fuel and keep water out of the engine fuel system. This would be a better choice for a sterndrive with an enclosed engine.
