My boat has what appears to be gelcoat brushed into the bilge and sole area of the boat. Does this have to be ground off to get a good bond between the new fiberglass with epoxy or will it adhere ok? How do I know if it is gelcoat or paint?

Polyester resin and gel coat are basically the same thing and epoxy will bond to both very well.

Paint is normally a thin layer when compared to gel coat and if you sand on it it acts much different.
