Evinrucde 89' 88 special, loses power after 2,000rpm

its my buddies. it runs and idles great, gets up and scoots but at 2,000 rpms it tops out, thats it it wont go past 2000rpms

Is the timing plate and carb opening properly- in synch- right to the end of throttle range?

Well you really need a manual. But does the throttle plate look horizontal with the throttle in full position?
Is the timing base rotated to full advance when the throttle is in full position or is it stuck

Is the tachometer set to read correctly ????
