Evinrude tilt and model year,don't understand

My son just volunteered me to clean up and repair as necessary a 9.5 hp Evinrude model 97722M, Serial E08823. Could someone tell me the year this engine was built? Another question, how does the tilt mechanism work on this motor. I can see the latch on the mount, and a cable going into the engine compartment. Inside the engine area, it seems the cable goes into a linkage toward the throttle handle. I don't understand how the tilt is released. Can anyone help me? Thanks

I think that you may have a extra 7 in the model number if so then it's a 1967

Put the gear shift in forward and tilt. The tilt stays locked in neutral and reverse. The lower unit news to swing out of the way when encountering an object going forward. It needs to be locked when the boat is going backward.

if putting in forward does not work..pull the tilt adjustment pin. sometimes the cable breaks and will not release the lock mechanisim.
