You would have to weight the bottom of the ladder also as the wooden rungs would float.

Yes that can be an issue, :redface:
I guess you could substitute that plastic resin board for the wood 2x4's

We have a similar one that hangs over the side of the boat wherever you put it. We only have 2 rungs on our fitted ladder on the swim step so we always have this on on board. I will take a photo of it and post it when I have some daylight.

That might work.
I'm not sure it it wouldn't push under the boat like a rope ladder, though.

The site also has a 4 step that you can hang from your top OEM step...so it rests on the remaining OEM steps. I can see that one being real stable.
