How are you testing?
First, hook your black meter test lead to a good clean ground. When you check the terminal with the red test lead from the starter, you should show 12+ volts. Then move the red test lead to the other terminal, it should show the same voltage.
If it shows nothing, you have a bad breaker.

That is how I am testing it.

Tested the pos terminal to the solenoid = 12.75v

Tested the wire after the fuse on the solenoid = 12.75v

Tested the wire coming from the starter to the breaker = 12.75v

Tested the other terminal on the breaker = 0v

I am testing just as you said to do. I am using the neg terminal of the battery.

Then you need a new breaker.

Don, I swear as God is my witness, if you ever make it to the norther virginia or Lake Anna area I will buy(spelled buy wrong and had to fix since my jack***** sister-in-law pointed itout) you a drink.

One 58$ part later and everything works.

Well now I have two. Since we were down at the lake my wife had to drive about 40min one-way to wal-mart to pick one up. So now I have a spare for the boat. Going to put a small socket set and screw driver set in the back of the truck as well.
