Force 9.9HP 1991 outboard

I purchased a used outboard recently and noticed the pull cord won’t budge while attached to the flywheel but when I remove it from the shaft it pulls just fine. Flywheel DOES turn freely by hand.

I’m having a hard time even finding parts for this thing. Any particular site? I’ve checked boats.net and Crowley marine with no luck.

I guess I’m going to get back to the pull start at a later time. Come across some more issues. I was told there wasn’t spark to one of the plugs so they purchased the coils ( I hope the right ones?) and when I took the flywheel off, the existing wiring was in no way hooked up whatsoever so I don’t know where each wire goes now. I normally take a pic as I’m tearing things apart but now I’m a standstill. I’ll take a pic later in hope y’all can help out

Are you sure it is a 1991 ? according the website I'm looking on they made them 1984 - 1987 & 1996-1998
