It cost money to register your domain name and it cost money to have it hosted unless you want to use the isp's domain space which you obviously can't do since you don't really have an ISP and are stealing(borrowing) bandwidth from your neighbor.
Though I have no real experience with Google Sites myself, I'm thinking of maybe using them for an additional site I'm contemplating on building for our club hopefully for free. Maybe it would work for your needs, or someone here will be knowledgeable about the good, bad, or ugly about their service.
