Ok, these are both new spark plugs and I hooked up the spark jump tester set at 7/16".

So the Lower ignition coil will make the jump, but only a couple times and it doesn't fire otherwise. The Upper ignition coil has a very strong spark and frequently jumps the gap. WHat does this mean?
What I don't understand is that when the Upper coil is jumping, the engine nearly starts from the other cylinder being plugged in, hence it must be firing in the cylinder, right? I know you keep telling me to swap the coils and I will do that next.
