High idle rpms

I have a 1985 Johnson 120hp V4 VRO outboard. I can not get the idle speed to come down from about 2000 rpm. When you put it in gear it drops to about 1000 rpm. I have cleaned and rebuilt the carbs with new gaskets, needles, and seats and have checked to make sure the throttle plates are completely closed. I have also sprayed carb cleaner around the crankcase for leaks with no luck. Any ideas?

I trust that you have the manual. Have you meticulously done a linc and sync? You have to sure everything is at it's rest position not just the throttle plates.

After you've done the link and sync, set the idle, in gear and in the water ~ 600- 650 RPM.

Thanks for the reply. I do have a Seloc manual and I did set everything exactly how the manual said. The problem came about when I had a problem with it staying running at idle and when I checked everything out the idle timing was set at -10 degress BTDC. I adjusted it up to 3-5 degrees BTDC as the manual says and that took care of the running problem but gave me this problem. It runs and starts great now. If it wasn't so hard to get out of gear and back into neutral I would just leave it alone. But I know something is not right and I want it to be right.

You need to do the linc and sync all over again after you reset the timing. Did you?
