Hole in copper water tube normal? (see pic)

I was hooking up the shift linkage on my motor and noticed a small hole in the water tube. It is perfectly round, so obviously the hole was drilled into the pipe. Is there a reason for this hole?

What picture??? Anyway, it is to cool the exhaust. ESPECIALLY important if it is electric shift. It keeps the hot exhaust from burning the shift cable.

EDIT: Oh yeah, you said it has shift linkage. No cable to burn. But it still is to cool the exhaust.
