Not much to do other than try and figure out where the water could be comiing in. This is an outboard correct? Don't those boats have scuppers?

There is only 1 way to find a leak, that is to look for it.

Check all of the through hulls (outlets on outside of hull where water is supposed to drain out) and the hoses attached to them. I have had one of the hoses going to a through hull crack on an older boat we used to have and it let water into bilge area. Also, check around the fixture that the drain plug go in. These can also leak.

A scupper is like a one way valve usually using either a ping pong type ball or rubber flapper to limit water flow to one direction - out of the boat. If you have a self draining cockpit there will be a small drain at each rear corner of sole that drains water out of cockpit through scuppers on the transom.

The scuppers dont look like they are closed which means the water could be going both directions. Not sure if that is the problem. Are scuppers easy to replace?

If the boat didn't leak during your sea trial, what's been changed that could account for the leak?

This mariner in MD told me they could not put the boat in the water without charging alot of money. They assured me that they checked this boat over and winterized it for the owner. They got me. This was my first tryout in va beach on my vacation.

Define "a lot of money." That's nonsense. I'm sorry you fell for their lie. How much money is involved? The legal route (small claims) may be an option once you figure out the nature of the problem. Let's hope it's minor, you can fix it, and just get down the road. Keep us posted.

I don't know anything about an o/b but can you fill the bilge up with water and see where it is leaking or wait until it gets dark and have someone shine a flashlight on and around the transom and hull and see if you see any light coming thru. If you see the light that's were your leak is at.

Probably need to see if you can clean them first. They just might be dirty and not closing.

I have had a wash down valve leak before and also a hose before a live well pump crack and let water into boat , now i leave my valves closed when not using them .

don't take it out until you figure out why your boat is sinking. See if a local boat shop can help--there are several on Shore Drive and Great Neck Road areas.
once you find the problem and fix it, you can go wale on that guy in Maryland.

I'd check the through-hull and pump for the live well/wash down first.

Do these scuppys look bad

I put half the boat in the water and alot of water drained out the boat. I think I found my problem. Do they look bad?

You need to examine the entire drainage system to which those scupper valves are connected. Those transom scupper valves are only designed to keep large quantities of water from entering your boat when it is operated in reverse. Ideally, they should be mounted above the waterline of your boat, and in all cases, the inboard cockpit drain (or scupper) to which they are attached must be above the waterline and securely connected with non-leaking hoses, clamps or other appropriated fittings, depending upon the application.

defective scupper covers are not going to be the source of water filling your boat. there is something going on below the waterline.

Unless you are launching incorrectly and taking in large quantities at the transom; I've seen this happen with tilt trailers. Where are you launching while you are at VaB? Most of the boaters around here are knowledgable and helpful; maybe some one at the ramp can help. just don't block the way or delay his fishing trip.

How old is the boat? I have money on a bad thru hull fitting or a cracked or leaking pump housing.

I tend to agree the scuppers shouldn't be allowing as much water in as it sounds like your seeing. I have a scupper located at the water line, but the plumbing to it is routed from above. It is designed to not fill the boat with water, as I'm sure yours are as well.

I would get some friends and find a calm day at the ramp. Drop the boat in, get some flashlights and have a look...
