You need to examine the entire drainage system to which those scupper valves are connected. Those transom scupper valves are only designed to keep large quantities of water from entering your boat when it is operated in reverse. Ideally, they should be mounted above the waterline of your boat, and in all cases, the inboard cockpit drain (or scupper) to which they are attached must be above the waterline and securely connected with non-leaking hoses, clamps or other appropriated fittings, depending upon the application.
