As a test, remove the two wires from the kill switch and tie them together. Now try the ignition switch. If it still doesn't work, you have a bad ignition switch, bad wiring between it and the engine, you blew the fuse at the engine, you have a bad solenoid or solenoid wiring, a bad starter. See what you did!!!

You now need to take a serious troubleshooting approach and not "shotgun" this problem. Don't start replacing parts unless you can prove they are bad. You probably have a "connection problem" not a failed part problem. At this point you haven't even proven the kill switch is bad. Just because it didn't work doesn't mean its bad. Pulling the lanyard and the engine stays running may be as simple as a loose or broken wire. Remember, on an outboard the kill circuit is OPEN for the engine to run. This is opposite for a car engine in an I/O or inboard. A simple ohmmeter test on the switch will verify its good or bad. Open circuit with the lanyard in place, closed circuit with it pulled.
