Go back and read my previous post. You have the wrong shift switch. The correct one only has 3 terminal on the bottom and is different inside, though they look the same on the outside.
Read what I said about the black wires at the ignition switch. If connecting the two black wires together causes the engine to stop, then everything is OK between there and the motor and you have a bad or wrong key switch. If connecting the two black wires together does not kill the engine, then trace them back till you find the problem. One of them goes to the center nut of the vacuum cut-off switch and the other one goes up to the magneto under the flywheel. There is also another black wire going from the same nut on the vacuum cut-off switch to the magneto. The vacuum cut-off switch is the thing you previously pictured.
You probably have the wrong key switch, if it came with the incorrect shift switch that you have. In fact you probably don't even have the correct cable which would complicate things. I'll bet you don't even have two black wires at the key switch, do you? Wrong control.

EDIT: OK, after thinking about it there is a slim chance that you have a five terminal push button switch that would work. Very slim. However, the fact that it goes forward when you push neutral is all the evidence I need that it is a Hydro-Electric switch.
