I'd level the boat (with a level).

I think you can get away with an 1 1/2" hole, and every 3 or 4 inches apart seems a little close to me...

Okay boat level. got it. how far apart should I go? I want to be able to have an escape hole.

You should be able to go 8" without any problem, that's only 6 1/2" from edge of hole to edge of hole.
