johnson 150 gt wont start

i was given a boat from my grandfather and it wont start. it is getting fuel and the engine turns over fine. it is not getting spark. the power pack looks like it is in good shape. the coils seem fine, none of them recieve spark though. he said the motor ran before i got it, but it sat for too years. ive replaced alot or the hoses and dryrotted plastics. what do you think?

boat is a 90
i think the engine is a 89

it said to find the kill wires(yellow and black). i looked all around the power pack and didnt see any thing. am i looking in the right place.
