Johnson 40 won't start Warning horn shot?

My 40 hp johnson was running fine, started up fine, had no problems with the electrical what so ever, but my warning horn was unplugged cause it buzzed constantly, I suspected my vro was plugged but that was not the case, my vro works fine, so I checked my temperature sensor like my OMC manual said to do and it checked out ok also. So I was told that the warning horn could be defective, so this morning I ran the motor and while it was running, I hooked the wire up that was unplugged to the horn and it kinda buzzed a bit then quit, but when I touched it to the side of the boat it buzzed and only when I was touching it like it was grounding out on the aluminum? does this make sense? It made me think that the horn is defective so I unplugged both wires and plugged them back in again but to the opposite terminals and I couldn't get it to buzz again, it just wouldn't buzz for nothing. But then my motor wouldn't start, when I turn on the key the voltage meter on the dash does nothing. I tested my solenoid like the OMC manual says but my voltage meter was acting weird so I don't know if I got an accurate test, I checked and double checked all of my fuses and all were good, But I can cross the terminals on the solenoid and it will start. I'm lost can anyone help me?

Did you check the fuse in the motor compartment? It will be in a red bullet connector...

No I was checking the connections and seen that piece you show in your photo, I did take the other big red plug apart and put it back, I'll go try that right now.

I checked and my 1990 40 hp does not have that small red bullet connector like the one in the photo it does have one but it's black with a black,tan,gray wire going in and out, am I looking in the wrong place or does mine not have a fuse as you describe?

There will be a separate 20 amp. fuse in the engine compartment. It may not be in a red connector, but it will be there. Check around some more..

I looked, I looked with my flashlight, I moved fuel lines and wiring harness's still I couldn't see anything that resembled a fuse holder, I didn't take off my starter to look behind it, but I can't imagine one being there. I've noticed that the bolts on the motor looked like they've had a wrench on them like the motor has been apart, could it be that it was deleted after a rebuild?

In my OMC service manual engines 40 thru 55 in the "Warning Horn Test" section page 1-30 the top right of page it shows a picture of my motor and there's the bullet connector there, my motor does not have this.

I took off my starter, and moved all of the wiring and hoses below and about the starter solenoid area and do not see this bullet connector with a fuse in it.

Hey rickdb1boat I see why you are a Supreme Mariner you were absolutely right, there was a fuse plug with a 20 amp fuse and it was fried! I found it behind a panel/cover next to the ignition coil. Thankyou thankyou thankyou!
Now I just need a new warning horn and I'll be set. once again Thankyou.
