Late 70's Evinrude - Should prop turn and water come out of holes at idle?

I have this question posted on the bottom of another thread but felt it should probably be on it's own for others searching in the future (plus I didn't get an answer..lol)

I recently put the powerhead back down on a late 70's 35 HP...this was the first time I have ever doen soemthing like this and it "seemed" to go pretty easily and straightforward. Until I started for the first time that is.

Before I did the work I ran it on muffs for a short period of time and water came out of two holes in the back of the motor cover (pic below).

I also am pretty sure the prop was turning quite a bit even though it was in neutral (no shift lever then).

Now I am wondering...
1. Should water ALWAYS be coming out of these two holes when motor is running? OR only in gear..only when warm etc.

2. Should the prop be spinning in neutral? It does NOT spin right now and I am kind of scared to try shift lever...lol

3. Is there a way for me to tell if the impeller is spinning / working on this motor?

4. What is the hose for in the below pic? (read up on tell tails when I remembered this hose)

also to note:
I replaced the gasket that went from the power head to the exhaust cover and seemed to line everything up fine...figured if the bolts are fit and it was snug the water tube and d/s splines had to be lined up...hope I was right there...lol

Same questions again in copy and paste format (easier to reply)

Where that user was told he needed more water pressure in the bucket (deeper) for the water pump to work.
I am running down to the boat to see if I can figure something out to test this possible theory.

its not pumping water, so id definitely try a bigger bucket or raise the one you have up six inches or more if possible. as far as the prop spinning like that in neutral....from my experience its very normal and nothing to worry about.

Water coming out the two holes means the pump is working---right now. It does not mean it will work tomorrow. I don't know what you are doing to the powerhead, but personally i'd never do a powerhead rebuild without an automatic water pump repair. Call it insurance or just plain common sense.

This motor was pretty much given to me and I have /had no idea if it was a runner or not...after I checked compression I decided to fix the broken shift lever so I could check it out and see if it was worth making it a runner or parting it out...so no need for a water pump until I know I am making it a runner. But I haven't even tried to shift it yet since I had no water coming out and didn't want it to run that long etc.

I agree a new impeller should be added if this is a runner...but if it's not then that's just a lot more labor and $30 bucks or so down the drain. If I had taken the lower unit off to install the power head then I would have spent the money on an impeller etc. just so I wouldn't have to do the work again..and this is not a job I have ever done before so it's a bit more involved for me.

Still going to try the higher water line to see if that's works..got pulled off and onto other stuff around the house.

Didn't have the video camera this time but went over to where the motor is at...drained most of the water in the barrel and put the muffs on...water came streaming out of all three holes even better then before I did the work :)

Guess the water pressure / level of water over the water intake is very important.

p.s. It also shifted fine so that's a relief :)
