So the story is that i got a seized sterndrive so split it in half and found out the upper was seized and the lower on the other hand would turn, So i drained the lower and Lo and behold water came out, so it seemed like someone was so intelligent that they put water instead of oil well at least the lower turned but it doesn't spin freely tho, so would that be ok or should i change the bearings in the lower, now we go up to the upper first thing i did remove the top cap and what i saw well it was expected saw rust every where so tried soaking it in oil for a month only was able to get that bearing that touches the top cap to turn so instead of waiting i disassembled the whole thing and found out that every bearing is seized so what do you think should i do ??

For less than the cost of new parts you can buy a brand new complete SEI drive. With the description of the damage, that is the way I would go (and I have most of the special tools required to set up a drive)....

+1 to this.

Mercruiser outdrives are not for the novice to rebuild.

It takes a lot of training, experience, and expensive special tools someone rebuilding one only once would probably never want to pay for.

Replacing only seals is probably (it depends) one of those situations someone can keep the mercruiser special tools required to a minimum but still requires them.

I've rebuilt an OMC outboard powerhead, but I won't touch a mercruiser outdrive rebuild job, too expensive for a do it yourselfer because you don't save any money unless you do them for a living.

the water is from a failed seal and lack of maintenance

unless you have about 25 thousand dollars worth of specialty tooling to rebuild the drive, buy a different drive

either a used drive or a new SEI drive

of all that answered, only Chris (who was a dealer and owned the shop) has the tools and is qualified to rebuild the drive.

Being able to turn it, and having your pitted bearing surfaces hold up at 4k rpms while under load are 2 different things. I've had good luck with used units aside from having to replace seals, and I really like having a spare on hand so that I can repair a leak or u joints on my own time.

Have iboats ship it.

Look at the decal on the side, or post the drive serial number, or pull the top cover and start counting teeth.
and if its a counter or normal rotation one ??
Look at the prop (in the photo you posted), it's standard rotation (right hand)...
