You need to take someone with you then next time to launch. That person can drive while you can futz with the motor. You can then try to manually throttle up the motor while underway by pushing on the throttle arm and watching what's going on on the motor.
If the cold start advance lever will throttle you up while your in gear and moving on the water, then maybe your main throttle cable is stretched and/or out of adjustment....or possibly bound up. If you can throttle up pretty well at idle(and in neutral), but you bog down under load then you may have a fuel delivery and/or timing advancement issue.
Are all fuel lines(from tank to carb) new or fairly new? Have you checked every inch of fuel line for kinks(especially on the motor itself) or fuel restriction of any kind?
Unless you are absolutely sure that your carbs are squeaky clean....pull them again and make sure EVERY orifice is clean.
