Needle Packing question

Still struggling with my 60' Evinrude 10hp Sportwin. Right now I'm about to do my 2nd carb rebuild just to be sure I didn't miss anything a few weeks ago on the 1st rebuild. In specific, I'm not positive I got the Needle washers and packing seated properly. !st off, am I crazy or are they the exact same thing? They are all red and the most abundant of all the parts in the kit. All the other parts, gaskets, O-Rings, etc., are pretty obvious so the 7 little red washers must be both the packing AND washers, right? See my pic below for reference. Secondly, is there a trick to getting them seated properly? According to the parts diagram both washers and packing (2 for each needle) go down into the threaded tubes BEFORE the needle(s). For me this was dang near impossible as they are pretty stiff and not soft and flexible like the O-Rings. Are they supposed to go ALL the way down in there before you insert the needle or do you cheat and twist them on the front of the needle 1st and then try to thread the needle in? Hope that makes sense. Thing is, it seems like with the washers/packing being way down at the front of the needle that the "packing nut/tube" that screws down over the top of the needle and supposedly butts up against the 2nd washer wouldn't even be close to the washer. Maybe I'm wrong and it all works out once everything is in and tightened down. Lastly, can you use a dab of Vaseline or grease on the washers to help coax em' down there or will the petroleum in those products eat away at the washers? Any advice would be greatly appreciated. I put the nut on the needle then the packing, 2 or 3 depending. Finger tighten the nut, run the needle in and seat gently, then back it out a turn. Tighten the nut so the needle turns but is firm. Adjust needle as needed.

I find the nut usually has to be tightened after running the motor for a short while to tighten up the packing.

If you feel it needs a little lubrication use a dab of 2 stoke oil.

Thanks for your quick reply. Just to be clear....since the outer nut/tube is bigger round than the needle itself are you saying that you just kind of rest the needle in the nut/tube and stick a couple washers at the end/base of the nut and then work all that in by gently hand screwing the nut down? That makes sense, but I guess unlike what the parts diagram "appears" to show that the washers are actually farther back up on the needle than what I originally thought and maybe that was my problem in trying to get them seated properly. Make sense? Thanks

The packing ends up on the front side of the nut and compresses on the needle to form the seal.

Allrighty then, it appears I of both sets of washers/packing installed properly this time. Also realized that I didn't have the tiny little wire clip thingy on the newer style needle that the float arm affects. Oh, and didn't have the larger fatter washer that goes over the nozzle the goes up through the float. Don't know how much difference not having those 2 little things affected the carbs functionality but I hope it makes some difference. Now onto my next little problem.....the little linkage arm that goes from the cam roller arm down to the part that opens the butterfly valve is too loose so syncing my cam roller is kind of impossible right now.
