Ok,,, I took my hole saw to the floor.. Couple holes under the dash, couple in front of the engine bay. WATER!!!.. About 6 inches deep.. There is a pass-through hole from the under floor space to the engine bay, but it was higher than the water level. Got that all pumped out, left the holes open, hoping the warm weather will help dry it up.
Get to the lake today, after running on muffs for an hour hoping to help collect some of the gunk out of the fuel tank. Runs fine for about 5 minutes, poking around, checking for leaks, slow cruising, etc.. Wide open accross the lake we go, 40mph.. Fast enough for me on water. Then it starts cutting out and acting like it's running out of fuel. We stop, idle it, and it dies, won't restart. Hit the accel pump, no squirty.. Carb is dry. I pull the line off the inlet of the extra inline filter, tons of gunk runs out, and the line makes a vaccum noise, like the tank has no vents. Then we go to restart and the motor is flooded. Full throttle and crank it a few, it takes off. Again, runs great for about 5 minutes. Little poking around and a full throttle run back across the lake (it's a real small lake, I didn't want to have to paddle too far). Same deal. When I pull the inlet line (main line coming from tank) it sucks air like it's equalizing, and then the carb dumps a bunch of fuel. It does this sucking even with the fill cap open. I know it's getting vent with that open. I can blow back through the line no problem (except for the taste).
I've got a carb kit that thought I could go without, but I think I need that now. But what's the deal with inlet side vaccuum?

And the tank is up under the bow area.. No way for it to come out without taking the whole top of the boat off..
