Since I'm suffering from ACF (Acute Cabin Fever) I've been thinking.....
I think I finally devised the PERFECT solution for Selectable loud exhaust!
I don't think we need to COMPLETELY eliminate loud exhaust, after all the only reason any of us ever mind it is if it intrude on our own recreation so the solution is to allow the UNLIMITED use of loud exhaust AND stereos as long as it doesn't interfere with any other use of the area... Much the same as the FCC licenses the transmitting on various frequencies as long as the device 1: doesn't cause interference with other uses and 2: must accept any interference from other devices.
SOOOO we take the job of sound enforcement away from law enforcement and only task them with equipment enforcement.... EVERY vessel with the ability to vent exhaust higher than 10" below the surface of the water must be equipped with EITHER a permanently installed muffler certified in that boat to limit WOT sound to below xx db OR a remotely activated cutout system triggered on a standard frequency.... Then the transmitters for these devices will be made available to the public with an effective range of 1 nautical mile for under $20....
It's the perfect solution.... IF as the loud crowd claims they really ARE in an area where they aren't bothering anyone they can make all the noise they want BUT as the crowd of 20 go fast boats thunder up the river at 11 am, 3 hours after Doctor Joe got to sleep his water front home after working the midnight shift in the E.R. their exhaust would automatically get whisper quiet and the 5000 watt stereo would mute to a much lower level for a couple miles as they pass his home (and his transmitter) so he can sleep and go save lives again the next night. OR if Grandpa Pete is out with his young grandchildren teaching them to fly fish, they'll hear the boats in the distance but they'll be spared the bulk of the noise as the party crowd passes the fishing boat on the way to party cove.
On the other hand if Grandpa takes the kids out on fireworks night to see the airshow, fireworks, and "race boats" he leaves his transmitter off and as long as everyone in the area is of like mind then let em rip!
