no power / wet plugs

Ok, I took the old girl out for a test run this morning. Started right up, no problems there. got out on the water and ran her up slowly. nothing I could do would get past 2100 RPM. strong fuel odor, plugs are wet.<br /><br />the carb was just replaced. float is set to correct spec's. I am wondering about the primary jets. They are spring loaded in the up (open) position and I was told that they are controlled by a cam. I have worked on enough carbs to know that there is no cam internal to the carb.<br /><br />Anyway, any suggestions?<br /><br />Mercruiser 250 (5.7L) <br />carb is a Quad-jet

Are you sure there is not a problem with the spark somehow?

You haven't worked on many QJets have you. A cam is used to open the secondary jets.<br /><br />You don't have fuel running into the carb from that clear hose from fuel pump to carb do you? That would show a defective fuel pump and flood the engine.
