40:1 is too rich (too much oil). You went the wrong way. If you want to go lean (less oil), you need to go 60:1 or whatever you want. Personally I would get a 55 gal drum, drain all the gas out of the boat, and fill with the correct mixture. Run it for a while (moderately hard) in the water to get it up to temperature and if you still have a hot starting problem, then go after that. Whatever mixture is in your tank right now is a big mystery. Get it out and start fresh.
To get rid of the gas in the 55 gal drum.....Whenever your car/truck hits a 1/4 tank, put 5 galllons of the mystery gas in and then go to the gas station and fill up. You will dilute the 2 cycle oil to the point where it will do no harm to your car/truck (assuming your car/truck has a gas engine, don't do this if it has a Diesel engine). It will take a little while to get rid of the gas but at least you can be assured of not damagiing your outboard. I have and still do get rid of gas this way. Even gas that has had a load of water in it. Let the mixture sit for several days and suck the gas off the top of the water. The water and whatever rust/dirt/deposits are there settle to the bottom leaving good gas on top.
