oil leak near starter

I have rebuilt 4.3, 2 barrel, on a 97 sea ray. original block was cracked. I noticed a small oil leak near the starter with also a small amount of smoke. It's seems like its spitting out a small amount of oil and smoke from this hole near the oil pan which I though would have been blocked off by the oil pan. The worst case scenario that I can think of is if I'm getting blow by on one off the cylinders and causing pressure to build up in the oil pan causing the spitting action. I'm also getting a small amount of smoke coming from the valve cover vent tubes.
Previous I was having an issue with the engine dying at idle which was due to a fuel pump issue. Engine has not over heated though. I also have a small leak from the oil pan and timing chain cover so I think I'm might just have to redo the oil pan.
Anyone know where this hole on the block next to the oil pan leads to? I didn't notice it when installing the oil pan

utexasrick.....what you have there looks like a missing DIPSTICK TUBE....is there a dipstick anywhere on the engine.....it is possible that there were 2 possible places on the engine for them and the tube is installed on the other side?......I'm sure some of the more knowledgeable people will be by and offer you a "way out" of your predicament.....I don't think that you need to be worried about excessive blow-by.....just need to get a dipstick tube or get the extra hole sealed up.....

Ayuh,.... Glue a short bolt into it,... It's a dipstick tube hole...

Awesome, thanks, the current dipstick is attached to the oil pan on the port side. I'll seal it up then
