I got the terminology right. Transom...the whole sheet of 2 inch sheet of plywood. Bolt it in to aluminum skin

If you've got a full transom board that's 2" thick,...
That little shim piece is Unneeded,+ will cause coupler failure, because the transom will be Too Thick...
The Finished transom needs to be 2", Overall Thickness...

My current full transom is only 1 1/2 inches as it fits in a metal channel towards the bottom of the hull. The last piece will build it up to 2 inches of plywood.

For drilling your holes you can make a jig out of 2x4's at 90 degrees (if you have a drill such as a Dewalt with a flat bottom) and set the drill on it. The angle will match the hull. I saw this used somewhere her on Iboats but can't remember who did it. maybe someone else does as well. seemed like a good idea to keep the holes at the same angle as the transom. $0.02

Perfect timing since I'll be drilling my bolt holes this weekend...
