propeller change out - EXTREME NEWBIE Question - Need Help!

I am switching the prop on my 1970 25 hp Johnson. If I tighten it to the point where it is snug, I am having problems getting the cotter pin in. If I back it off a half turn, I can get the pin in easily, but there is some play. Is that ok, or should it be snug? Hope that makes sense.

Just put the pin in where the holes line up,it's not supposed to be tight up to the housing or it would bind.
