Rust converter can be found at any auto parts store. I think we have permatex sitting on the shelf - but I've used a "mongrel" brand that worked similar.
Use 2 coats and you'll likely be putting in on with a shop rag and index finger to get to all surfaces.
If you have some eastwood rust encapsulator, a few coats of that. Epoxy primer rattle can may be available at your auto parts store(epoxy sticks and seals like crazy). I think there's Por-15 that some people like.
Many ways to skin the cat, once you get the scale off and rust reasonably neutralized.
Don't torture yourself too much, this isn't a lifetime repair, but it will put you in the driver's seat, so the part outlasts the motor with generally cosmetic touch ups along the way.
Other are certainly welcome to chime in here as many of them also do body work.
We have a HF here in town, going for the scaler. I can see all kinds of other uses for that thing anyway, lawnmower deck comes to mind, welding slag removal.... Anyone got a line on good quality rust nuetralizer/converter. When I was a kid I remember a friends father who rebiult old Ford Broncos. He had a product he painted with a brush onto the frames of his trucks to convert/seal the rust, no sandblasting. Material went on green and dried black, then painted with a frame paint.
Plan on using some white heavy equipment single stage acrylic enamel w/hardener (not oil base from tractor supply) that happens to match my motor for topcoat??
