Restrictor plate between manifold and exhaust elbow

on the 3.0 GSMLKD between the exhaust manifold and the elbow that attaches to the exhaust there is a plate that goes between the 2 that only has a hole in one side ( its square) i believe in that elbow there is so much buildup that water can not flow through that one channel fast enough to keep the engine cool. Would it be ok if i left that restrictor plate out? Will this damage anything or cause a problem? Also im not sure the terms for the exhaust manifold and the elbow could someone explain to me what there called? What is actually called the riser?

The elbow is the riser. the restrictor plate is there for a reason. I'd put it back in the way Volvo intended.

ok i just cant seem to find a part number for the riser i am going to call the dealership monday morning Thanks
