Im a bit confused. I bought a dinghy from a buddy for pretty cheap and noticed there are rocks inside the chambers. But the weird thing is I cant find any holes where they could have gotten in from? Anyone ever have this problem?

I'm assuming you mean tiny gravel, almost sand? Sometimes debris gets around the valves and owners who don't know any better start filling the chambers without first blowing the sand, debris and water out and away from the valve. Use your air pump to blow the debris away before you open the valve to fill the chamber.

Can use your sib tubes as big maracas :D if you have the valve tool remover, remove valve, place tubes upside down, whatever is inside will fall.

Does your buddy have kids? Kids love to stick rocks into every thing they can.

its a 1988 Norlantic

Have not heard of that brand at all, if inside rocks are a issue, take sib to repair shop and have them removed, probably a Halkey Roberts Valve, place valve pic with removed cap if possible as there are many different type of valves to see which valve tool might fit.
