Maybe yes, maybe no.
If its a drain from a ski locker or an overflow from a livewell, then yes. If its intended to be a drain from the bowels of the hull so the spine of the boat doesn't rot, then NO it should be capped.
My last boat had no lockers or wells, but it had FIVE holes going to the bilge area where the pump was. Each came equipped with a rubber cork (cap) from the factory. The owner's manual was very specific. They were to be capped while the boat is in use so no water went inside the hull, and unpluged when the boat was out of the water and in the garage so moisture would drain.
That's the problem with all the stuff they build today....they rot because water is forever trapped under the deck.
Best if you find out where it comes from. Fill the lockers and/or live wells (that have a visible drain in the bottom) and see if water immediately comes out.
