bondo above is correct so we will move on from there.
you asked how much grinding is too much.
that depends on what you want to do....if you are not going to glass the area.....any...leave it.
if you are adding new glass on top of old glass. grind it just till you take away the very top layer of resin and are into fiberglass strands. (this is what i call rough and scuff.)
why???......because fiberglass resin by it self is brittle...it needs the glass to be strong, you want to take away as much of the brittle as you can.....(dont get anal on this bud) a quick swipe with a grinder and its done.
when you add the new resin your first layer on top of the old will be a layer of chopped strand matt. the scuffed area will provide far better bonding.
that...and......there will be a wax layer on the very top of all the fiberglass on the inner hull.....this wax has to come off or you wont get a good bond at all.....yeah...it may lok like it sticks...but it will be very weak!.
as far as your stringers......it looks like they used foam as a shape to glass over....so the glass is the stringer....tough to say without touching and feeling....but the pics look like it.
i can also say......it sounds like you are having the same questions we all did on our first restoration....a quick word of advice......dont over think everything....boat building is very simple..and so far it looks like you are right on track !
