Okay, thanks. I just checked it and it seems low (nothing draining out the vent screw) What I did find felt thick and a little gunky

IF you haven't pulled the outdrive to check the cable, you don't know if it's free or not. That cable has to move very eaisly. Thick and gunky is not the way one should describe gear lube. You probaly need to change it if the drive isn't the problem.
I think you need to do some reading in that manual link "BONDO" posted for you, and check out the troubleshooting section. The problem is obvious, you just can't see it yet.
