Shift linkage problems 1987 Force 125

1987 Force 125. I've read numerous threads on shift linkage but I still am unsure what to do to solve my problem. Last time I had the boat out, I could not get it to shift into forward without reving it up significantly and messing around with it. The cables are fairly new and move easily when not connected. I have the cables connected correctly in the control box and it moves freely. When everything is connected, it is a pain to move the shifter into both forward and reverse. Where exactly can this be adjusted? thanks

are the cables too short? There should be at least a 2 foot loop in the splashwell otherwise cables may bind.

Did the problem start right after the new cables or did things work well after the new cables then stiffen up?

The cables are not too short. There is a significant loop in the splash well. The cables seemed to be fine when they were first installed. However, the boat sat for a few months and the problem occurred upon taking it out after the layoff.
