You're Ok there that is just unburned fuel draining out the exhaust. Next time you get it in the water try pumping the ball while your buddy drives. If it takes off rebuild the fuel pump.

Before you do that go ahead and do the test soundchaser suggested above.

soundchaser there is a cover of some kind over the carbs with about 6-7 1/4" screws that has to come off right in order to see the drain screws?

I squeezed the fuel ball several times it does not come streaming out but the top and the bottom come out about 1/2 " far stream the middle does not come out. now what ? thanks guys for your help

If you are not getting fuel out of the bowl drain when you squeeze the primer bulb, you have a needle/seat problem in that carb. Sounds like the needle valve is stuck in the seat, time to pull the carb and replace the needle/seat.

Do you mean the carb in the middle only and if I could even get it off how would I find what your talking about. If boat engines were made of wood I would have one of the finest looking running engines you ever did see. is there only 2 bolts that hold the carb onto the engine?

If that is the carb that will not flow fuel, it needs to come off. Normally I remove all three carbs and overhaul them all at one time. If there is a problem with one, all should be overhauled, unless you just did them and are correctin a problem that you made.
#27 below is the needle/seat valve you need to check out.

#35 is screwed into the bowl, it is probably there, you have to have a special tool to get it out. I think you mean #26, the washer, you need to install one if it is not stuck on the screw plug.
The seat screws into the carb body and the needle valve attaches to the float, they will be twoseparatee pieces when you take them out.

Re: sorry if Im asying this the wrong way show me how if I am

I did take 6 pictures from all angles, but guys the middle carb seems to be the hardest in that there is a silver cylinder on right side of it kinda behind it, witch when the carb came off this 1/4 by 1 3/4 long cylinder thing came out of that round silver cylinder thing exposing a 1/4 "gold spring inside of it I just left it there. there was about 6 silver connecting rods of witch 2 were screwed side by side going from top carb to the bottem carb with the hardest connection being the middle carb. Did I do anything wrong now what ? how do I know what the space should be on the plugs?

The cylinder thing that came out is the plunger for the electric choke. It is held on the linkage with a little o-ring. Carefully remove the o-ring and put the cylinder back where it goes.
All of the linkage that you have to remove should just snap out of plastic connectors, I think you removed the linkage that moves the throttle plates. It will have to be adjusted when you put the carbs back on.
What do you mean by space should be on the plugs?

that little plunger thing that came out is connected to the carb by a spring that seems to be screwed on in some way. someone said something about the plugs did I set them or something so I took them out how do I know there right?

It screws onto the plunger, but it is held on to the linkage with a tiny o-ring, #46 below.
You switched up on me, I thought you were talking about a plug on the carb, you are talking about spark plugs, should be gapped at .035.
