A broken starter did not cause the water problem - it goes the other way around.
"Tearing things apart" is not an option. You must remove the manifolds and elbows. The only "option", is when you do it. The longer you wait the more expensive this will become(ie. new engine, not just starter and exhaust)

I wanted to hook up the new starter and see if that cylinder fills again. I didn't just want to start tearing things apart.
