I wanted to hook up the new starter and see if that cylinder fills again. I didn't just want to start tearing things apart.

A broken starter did not cause the water problem - it goes the other way around.

"Tearing things apart" is not an option. You must remove the manifolds and elbows. The only "option", is when you do it. The longer you wait the more expensive this will become(ie. new engine, not just starter and exhaust)

I put a little oil in the cylinder, I'll remove the manifold and elbow tomorrow morning. Is there a way I can drain all the water out? Will changing the oil drain everything?

I removed the exhaust manifold and riser, they dont look too bad, I'll post some pics of them later

Don posted a pic in another thread showing the exhaust manifold, my question is: can water that runs through the passages leak into the exhaust opening thus causing my problem with water in my oil and #1 cylinder?

from the pictures, it looks like you have water in at least 2 cylinders. On the exhaust manifold, the side that mates with the block, 2 of them have rust. This is clear evidence of water getting in. Your engine is dying.. Get it turned and put some oil in each cylinder, and turn some more. Drain the oil/water so your crank doesn't sit in water and replace with fresh oil then turn the engine more. TURN TURN TURN that CRANK!

When I pulled all the plugs and turned it, water only came out the #1 cylinder. I turned it again today, and it turned much more easily. I turned it with the other plugs back in, and then pulled them and it was dry. I'll pull'em again and put some oil in there and turn again.

So does it look like my problem is gaskets?

Like Luis writes, you obviously are getting water in through the manifold. It COULD just be a bad gasket, or perhaps a rusted through internal passage. I would suggest getting a good straight file and cleaning up both the manifold and riser. Do you have good metal left, or is it a black carbon material?

I know you can have the parts pressure tested... but I've never done it so I cannot advise as to the procedure.

Is this the correct gasket for the manifold to the riser? Anyone know of a part number? Will a simular gasket without the little holes and with openings the same size as the others work?

Nope,... You need the Exact same gasket...

Got the starter installed, turned it over a few times without the sparkplugs to blow any excess water out. A little spray of water came out the #1 cylinder. I'm pretty sure all the water is out now. Put the plugs in, tried to start it, but nothing! It won't start. Any ideas? it acts like it wants to though.
Going to do a compression test tomorrow. I'll post the results.

Did a compression test:

#1 - 130
#3 - 0 with oil added - 90
#5 - 170

#2 - 165
#4 - 130
#6 - 160

So what is wrong? What's next?

Pull the head and look. It will be obvious.

#4 is real borderline. I sure wouldn't pull just one head if it was mine.
