still having problems

150 vro evinrude put new gas ,plugs,gas lines ,cleaned cARBS ,still no top end power till i push choke in can someone please help me:

What year outboard?

Did you thoroughally clean the high speed jet and rebuild the carb or just spray carb cleaner into it? Does pumping the primer bulb pick her up? Have you tried a separate fuel tank?

yes i cleaned jets i took off carbs ball is hard it is a 1988 vro evinrude do you think oil has somthing to do with it

could it be the coil or could it be the part coming
from the coil where does the power come from
