My 2021 Sylvan 21ft 90hp Yammy does 24-25 with me, wife and 3 kids.
You should be able to raise the motor full range of motion without interfering with anything, our dealer just informed me to keep an eye on the wires and make sure theres no binding or issues arising when we do it. I would raise it up, wiggle the wires, and repeat untill the wires get taught, and see which wires are too short. This is an issue the mechanics should have fixed before lettin ot out the door. (make sure motor is centered when lifting, mine doesnt seem to like to go up full left or right as that binds the steering cable.)
Speed wise, i would check your tach and make sure rpms are accurate, and call your dealer and see if they can swap your prop with a more appropriate one. My guess is you dont have enough prop. (beiing my nearly similar pontoon does 25mph with similar load, and only with 90hp)
I can see why you couldnt do at least 30mph or 35 in optimum conditions.
As soon as he said "dont raise the motor all the way up" i wouldnt have left the factory until it could.
