I am working on repairing a '92 48hp Evinrude. It would work when hooked up to a waterhose but when I took it to the lake it would shut down. There fore I thought it was a waterpump/impeller problem. I took it to a mechanic and he said yes it sounds like that is the problem. He looked at it and noticed that here was water in the oil so he said I needed the lower unit resealed, and a tune up and the plugs replaced, since evidentally the previous repair person used NKG plugs on it. I since I didn't have the $500 to pay him I bought a repair manual and did it myself, $100 parts and manuel. Everything went fine/great. I took it apart and put it back together with no problems and did it exactly like the manual said. Today I hooked the hose up to and it seemed to be fine so I took it to the lake to try it out. I backed it in the lake and started it. I ran it for awhile to make sure that the impeller was pumping the water through and it ran fine....until I got it off the trailer. Then it died on me and would not crank back up. So I paddled my way back to the dock and another fisherman was nice enough to help me get it back onto the trailer. !!!!But no my bad luck didn't have to stop there.....I pulled the boat up and did all the regular things to secure it back on the trailer so I could take home and see what the problem might be. Well, it appears that oil is coming out of the propeller/exhaust. All I know is it wasn't happening before and now it is....and to top it all off.....at some point in time the key fell out of my pocket and now I don't have a key to the #*%! BOAT or my second key for the lock on the trailer hitch. AM I DOING SOMETHING WRONG??? OR IS GOD TRYING TO TELL ME TO NOT HAVE A BOAT???? I am pissed, frustrated and want to SCREAM  . What do I do next...am I just gonna have to break down and take it to a mechanic, I don't have the $$$$ ???

jailermac, sit down and take a chill pill.I realize you are frustrated.First off ,it doesn't sound to me as if the waterpump and lower unit leak was your initial engine dying issue to start with. However ,it's good that you at least now have peace of mind knowing that your waterpump is working.Next, you need to detrmine whether the oil that is leaking from the lower unit is gear oil or unburned two cycle oil.If it's gear oil,you may have a leaking propshaft seal. What all seals did you replace on the lower unit?propshaft seal, driveshaft seal, shift rod seal, fill and vent screw washers?

Now ,on with the engine problem. You're symtom sounds to me like a classic case of fouled carburetors. Quite common on a two stroke outboard that has set out of use for a spell.Gummy deposits restrict the low speed orifices and while the engine seems to run fine on the hose ,it is put to the exhaust tuned test when launched and back pressure is present at the lower end.The carbs will need to be removed, dismantled, and individually cleaned. After reinstalling the cleaned carbs you'll need to synchronize the linkage so that both carburetor flaps will open evenly and fully horizontal when throttle is at wide open setting. They also will have to close fully when throttle is returned to neutral position. After this initial adjustment there is a carb link roller that needs to fall on center with a scribe line on the fiber throttle cam and just touching when throttle control is in neutral. This should keep you busy for a while.

Follow the link and synch procedure in your repair manual.

What sparkplugs are you currently using? Should be Champion QL78YC gapped at .030".

Good luck.

OB is right. Also, look at the face of your ignition switch and you will see a number there, very small. Your dealer may have keys in stock for you or can order them. Some larger locksmiths have blanks and can cut one for you. I believe it is the Pollock brand of keys.
