It is very difficult to diagnose an engine running on muffs. It has no load and typically it will run better than it runs in gear in the water. Thus, I can not tell much from the video.
Stalling in gear at idle has many causes--too low an idle speed is the main reason. But, why is the idle speed low? Is it missing on one cylinder? Probably not, because you state that it runs well at top speed.
So, we are left with two choices: Is the prop too big or is the idle set too low.
Since it is hard to start, and since it runs 50, the prop is probably not too big.
So, now hard starting may be due to lack of choke, badly fouled sparkplugs, or idle set too low. Force engines have a type of sparkplug and ignition that will not fire fouled plugs at start or idle speeds but WILL fire at higher RPM. So, if you can start the engine at a higher throttle setting and get it into gear before it stalls, it will run as if it has no problems.
SO First thing to do is to clean or replace all the plugs.
Then, if the problem persists, start synchronizing the carbs and resetting the idle speed.
