Throttle Lever Not Activated by Tiller Handle

Hi all,
After meticulously replacing the fuel pump, plugs, and carb rebuild, I am not able to start my 71 Johnson 25R71. It fires and dies. I observed that pressing down on the throttle lever will keep the engine running after start, but the flywheel/magneto assembly doesn't rotate far enough to engage the lever. The tiller handle doesn't rotate more than a quarter turn, neither reaching the "stop" position nor the "fast" position- not even close. Is there an adjustment or fix that will allow for the full movement of the magneto rotation via the tiller handle?

Do not worry too much about what is written on that collar. Follow the tiller handle towards the motor and look for a gear, there should be a long plastic screw with a spring on it. That is your idle adjustment.

By intentional design, you cannot rotate the throttle very far toward "fast" with the shifter in neutral or reverse. If you are telling us that the carburetor's throttle shaft isn't starting to open by then, that sounds like the cam that opens it needs to be adjusted. It should be just barely ready to start opening when the roller is aligned with the mark on the cam. The cam can be moved in or out to adjust that.

Is the cam follower present? It is a roller on the shaft that rides on the cam. Those rollers can wear out, or if the retainer clip is missing, the roller can simply get lost. Must be present to operate the carb properly.

Thanks FR. I will need to examine the area for the cam and cam follower for adjustment. Will let you know tonight.

Thanks. I will check for the roller and clip. All I know now is that the engine will run only when I depress the carb throttle lever down.

The cam follower is there. The issue seems to be that there is no fuel getting through the carb for starting or idling unless I manually depress the throttle lever. When the gear shifter is engaged, the tiller rotates freely to the wide-open position, but when the shifter is in neutral,

Success! I tweaked the throttle shaft adjustment screw so the throttle opened a bit more at idle. Now she runs well at idle. Thanks to you guys for answering my questions. Next will be the open water test on back of my boat, a 14' aluminum.
