After meticulously replacing the fuel pump, plugs, and carb rebuild, I am not able to start my 71 Johnson 25R71. It fires and dies. I observed that pressing down on the throttle lever will keep the engine running after start, but the flywheel/magneto assembly doesn't rotate far enough to engage the lever. The tiller handle doesn't rotate more than a quarter turn, neither reaching the "stop" position nor the "fast" position- not even close. Is there an adjustment or fix that will allow for the full movement of the magneto rotation via the tiller handle?
-as far as she goes in either direction!
