The trim cylinder should hold it down in reverse. Line leaking at top of tilt cylinder would cause this. Did you take the pump completly apart and if so did all BB, springs, shims go back same place. Look at drawing page 527/528 the drawing shows hyd pressure to push up or push down, when stopped pressure is same both sides, for you to lift up by hand, you would have to lose pressure on the light gray pressure side page 528 Fig 8, or the pressure would have to by pass the piston in the trim cylinder or the check valves in the piston. To check the trim cylinder cycle T/T to remove air cap the to lines going to the trim cylinder, this should lock the cylinder and you should not be able to move engine, may move some, because you will have some air in lines, when removing from pump and caping. If you can move move it up and down by hand, the piston is bypassing, or the check valve in the piston. The fitting to cap the line is a 3/16 inverted flare. Page 533 tilt cylinder leak-down test.
