Give the tilt motor a few raps with a screw driver handle once and see what happens. You could have a stuck brush.

The relays are clicking because they are trying to send power to the trim motor and it's not working; check your connection at just below the relay box and make sure it's not corroded and is making a good connection. good luck

I checked its getting power all the way to the clip that connects the motor. Was gonna take the motor off next but can't get the manual release screw out to trim it up . its frozen I've been trying for 2 days and really messing the head up . the motors half way trimmed . I can get to the front 2 screws on the trim motor easily any tricks on getting the back 2 off without taking whole fast track off

Have you tried any heat around the manual relief screw. Also an impact driver on it ??

Does that PTT system attach to the transom bracket and motor with two stainless steel rods? If so, remove the keeper on the bottom rod and drive the rod out. Now tilt the motor and drive out the upper rod. The PTT motor wires may need to be removed from the connector to get free of the transom clamp. Now you can drop the whole PTT unit and get to the motor for repair/replace.

Trace the wires coming off the T/T motor into the cowl. Make sure you dont have any pinched or severed wires. I had this happen once on a 75 Evinrude.

Don't use EZ-Outs taking the screws out. If you break one of them off you're screwed !!!
