Turbojet fuel pump?

I might as well have made this thing a career. Finally got the engine rebuilt after many missing parts (bought it in a basket). The turbojet has an external fuel pump in a can. I'm assuming that this should spin up when key is on. I don't think the engine can draw fuel into the carbs by itself. This pump also has the line to the oil tank. The boat is not that old, so can anybody enlighten me as to why this pump would not spin up?

The OMC Turbojet uses an outboard OMS (oil metering system) pump, commonly known as a VRO pump. It is crankcase vacuum and pressure operated and does not "spin up" like an electric fuel pump.<br /><br />It is in a metal "can" to meet the Coast Guard 2 1/2 minute fire test for inboard gasoline motors.<br /><br />It would be best to get a service manual for the engine.

Well heck. The tank is in the bottom of the boat. How would one initialy get fuel to the carbs past the VRO?

The 1995 models had a primer, pn is located in OMC parts book.
