The phrase was : I like the idea of governments actively taking steps to LOWER THEIR POWER BILLS. Mostly because ,if they spend less I will have to pay less taxes.

Never worry .Most Russian children were brought up to believe that communism is the best way and capitalism is evil,while European kids were indoctrinated to believe that a little bit of everything (as in social democracy) is superior to both Russian and American ideas.
