volvo penta tilt motor problems

This is a aq 280. The tilt motor will only lift the outdrive a little bit before the motor stops. It seems that the motor is laboring perrty hard to get it that far. On the bench it works fine. I have just cleaned up the gears inside and regreesed everything. Is there some thing Im missing?

Couple of questions
How many wires are going to the motor?
Can you lift the drive by hand from where the tilt stops lifting?

Can you easily lift the drive by hand? Are the pivot pins binding?

My 280 is doing this.
It will lift easily/smoothly by hand but not with the lift and sometimes the lift motor will not run. I tore down the motor only to have chunks of the brushes fall out. I took it to be reworked at a local electric motor repair facility.
