Probably ought to have asked these in your general resto thread. May not get a lot of replies about bilge paint & carpet glue in a transom thread.
An EXTERIOR carpet glue, probably the kind recommended by the carpet manufacturer
Water will likely cause the poly resin to blush (hazy, similar to what it looks like dried when wax has been added), if the resin was mixed w/ correct ratio of MEKP for your temps and started to kick. Doesn't sound like it had started to cure yet. IMHO wet resin + water isn't good, be prepared to grind & re-work as necessary.
Best & cheapest don't often go together.....
Good, or good enough, and inexpensive perhaps....
Use Rusto & a hardener for low cost bilge paint, but I'd recommend gelcoat or BilgeKote. Save money on easily accessed & easily replaced areas. The bilge area is neither. Low cost & long service life also don't go together, particularly in boats.
In a few years (1, 2, 5... whatever) when it is again beginning to show signs that all is not great below decks, what are you're plans for this boat? Sell it? Completely forthcoming about it's condition & materials/methods used to put it back in service quick or inexpensively?
